About the Alcohol Control Role


Alcohol consumption poses a major global public health challenge, in particular, within the Western Pacific Region. The Division of Healthy Environments and Populations (DHP) at WHO’s Regional Office for the Western Pacific (WPRO), consequently, actively supports Member States in their efforts to control alcohol consumption and, as a result, reduce its devastating health and social impacts. This WHO Consultant Job 2025 aims to provide technical guidance, policy development assistance, strategic communications, and stakeholder engagement to support countries and regional programs. This role contributes directly to accelerating progress under the WHO Global Alcohol Action Plan 2022–2030.

Key Responsibilities for a Global Sourcing Manager


The consultant performs the following responsibilities:

  • Country-Level Support: The WHO Alcohol Control Consultant will conduct in-depth analyses of alcohol consumption patterns, related health impacts, and the policy environment in selected countries. Furthermore, this person organizes and delivers capacity-building sessions, stakeholder consultations, and workshops to guide national alcohol control programs.
  • Policy Development: The consultant drafts evidence-based policy briefs and, in addition, reviews draft laws, regulations, and fiscal policies (such as excise taxes on alcohol) to ensure alignment with international standards and best practices.
  • Regional Promotion: The consultant will provide expert inputs to strengthen the alcohol control agenda at the Regional Committee Meeting, specifically influencing high-level regional decision-making. Additionally, this person will develop communication toolkits, facilitate inter-country learning sessions, and contribute to regional publications on alcohol control interventions.

Qualifications for a Public Health Consultant


For this public health consultant role, candidates must hold an advanced university degree in Public Health, Public Health Policy, Behavioral Science, or other closely related disciplines. Furthermore, candidates need a minimum of 7 to 10 years of professional experience in public health research or health policy development. Specifically, candidates should have direct experience in alcohol control initiatives, public health report publication, and strategic communication campaigns. On the other hand, candidates must possess strong research and data analysis capabilities. Lastly, candidates require excellent English writing and communication skills and a deep understanding of alcohol control policies and international frameworks.
