About the Programme: Enhancing Women Peace Security

UN Women is seeking a highly experienced Evaluation Consultant for its “Enhancing Women’s Leadership for Sustainable Peace in Fragile Contexts in the MENA Region – Phase III” programme, specifically focusing on Women Peace Security (WPS) Evaluation. UN Women launched this critical initiative in November 2022, and it benefits from long-term collaboration and financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Ultimately, this program aims to significantly increase women’s direct and meaningful participation in formal, high-level peace, political, and transition processes.

Programme Objectives and Scope for WPS Initiatives

Moreover, the programme operates at global, regional, and country levels, with a specific focus on Iraq, Libya, Syria, and Yemen. Consequently, it strengthens women peace actors’ knowledge and capacity, improves information-sharing among stakeholders, and increases access to evidence-based knowledge on women’s participation and influence in peace processes. This work contributes directly to advancements in Women Peace Security.

The Role: Women Peace Security Evaluation Consultant

As the Women Peace Security Evaluation Consultant, you will lead a comprehensive evaluation from inception to final report. You will assess the programme’s relevance, effectiveness, efficiency, sustainability, and impact, utilizing OECD DAC criteria and a gender-responsive, human rights-based approach. Crucially, this evaluation will inform the design of future phases and shape UN Women’s strategic positioning on women’s meaningful participation in the post-2020 era within the broader Women Peace Security agenda.

Key Responsibilities

Evaluation Process and Reporting for WPS

Specifically, your responsibilities will include:

  • Develop a comprehensive Inception Report, including methodology, data collection tools, and an evaluation matrix, specifically tailored for WPS evaluation.
  • Conduct remote focus group discussions (FGDs) and Key Informant Interviews (KIIs), ensuring appropriate Arabic interpretation where necessary.
  • Present initial findings to the Reference Group.
  • Draft and finalize the Women Peace Security Evaluation report, incorporating feedback from UN Women and the Reference Group.
  • Furthermore, ensure the evaluation adheres to UN Women Evaluation Policy, UNEG Norms and Standards, Ethical Guidelines, and relevant GIZ/BMZ guidelines.
  • Assess progress against the programme’s results framework and indicators, focusing on its impact on Women Peace Security.
  • Additionally, provide analysis to guide UN Women’s future engagement in recovery and reconstruction processes.
  • Finally, examine internal and external programme partnerships.

Key Questions for Women Peace Security Evaluation

The Women Peace Security Evaluation will address key questions, including:

  • Relevance: How well does the programme address gendered needs and contribute to women’s priorities in peace and decision-making within the WPS framework?
  • Effectiveness: To what extent has the programme achieved its intended results, and what are UN Women’s comparative advantages in WPS evaluation?
  • Efficiency: How timely and effectively have outputs been delivered, and how well are resources utilized for Women Peace Security initiatives?
  • Sustainability: What is the likelihood of sustained benefits, and how are national/regional capacities supported in ongoing WPS efforts?
  • Impact: What are the intended and unintended, positive and negative, gendered effects of the programme on Women Peace Security?

Deliverables

Upon successful completion of this consultancy, you will submit the following deliverables:

  • First, the Draft Inception Report (due 1 June).
  • Next, the Final Inception Report (due 15 June).
  • Subsequently, a PowerPoint File and online presentation on initial findings (due 21 August).
  • Following that, the Draft Evaluation Report (due 15 September).
  • Then, the Final Evaluation Report (due 31 October).
  • Finally, a PowerPoint File and Online Presentation of Final Report (due 7 November).

This role particularly demands strong interviewing and data collection skills for Women Peace Security Evaluation.

Required Qualifications for Women Peace Security Evaluation

Candidates must meet the following essential qualifications:

Educational Background

  • Candidates must hold a Master’s degree (or equivalent) in evaluation or a relevant social science field. We may consider a first-level university degree combined with two additional years of qualifying experience as an alternative to an advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) offers an added advantage.

Professional Experience

  • Candidates require a minimum of 10 years of progressively responsible professional experience conducting Women Peace Security evaluations on development/humanitarian/gender equality programmes.
  • Candidates must demonstrate experience applying qualitative and quantitative evaluation methods.
  • Furthermore, candidates must possess experience working on gender equality and human rights.
  • Moreover, candidates must have experience undertaking evaluations for the UN System.
  • Candidates must show a strong record in designing and leading evaluations, along with proven experience using Theory of Change evaluation approaches.
  • Additionally, candidates must demonstrate proficiency in using computers and office software packages (MS Word, Excel, etc.), including spreadsheet and database applications.

Desirable Experience

  • Experience in Women Peace Security (WPS) evaluation is highly desirable.
  • Experience in the MENA region is also desirable.
  • Lastly, experience conducting evaluations on UN Women programming is desirable.

Languages

  • Candidates must be fluent in English. Knowledge of Arabic is an asset; however, the consultant is responsible for arranging interpretation/Arabic-speaking support for data collection.
