The United Nations Office for Project Services (UNOPS) seeks a Rule of Law Technical Advisor on a retainer contract. This remote, home-based position may require travel, offering a significant opportunity to provide expert advice and technical assistance on critical Rule of Law components globally.


Your Role as a Rule of Law Technical Advisor

The Senior Project Manager directly supervises and fully coordinates the Rule of Law Technical Advisor’s work. You will use your expertise and technical advisory to coordinate the identification, planning, and implementation of technical assistance to external stakeholders in Rule of Law components, specifically “soft components.” This is a core function for a Rule of Law Advisor.

Your main duties as a Rule of Law Technical Advisor include:

  • Technical Support: First, analyze extensive data and information. This includes prison population profiles, infrastructure, frameworks, technology, human resources, timing, and budget data. Next, you will lead the preparation of prison master plans. Furthermore, you will incorporate “soft components” into prison profile preparations as a key aspect of your Rule of Law Advisor duties.
  • Advisory Services: Moreover, you will review and advise on program and project proposals that feature Rule of Law components. You will also provide expert advice on the strategic direction and best practices related to project and program management aspects in Rule of Law areas to internal and external stakeholders. Additionally, you will advise the Project Manager, Project Team, and other internal stakeholders on design and program formulation to support Rule of Law interventions. Your counsel is vital as a Rule of Law Technical Advisor.
  • Knowledge Sharing: Finally, you will participate in prison project evaluation processes. Here, you will highlight project challenges and feed findings back into a continuous improvement cycle. If needed, you will provide training and knowledge transfer about Rule of Law best practices and lessons learned to partner, national, and/or contractor personnel. Always register and share lessons learned with the project team or other colleagues; this is crucial for a Rule of Law Advisor.

Qualifications for This Rule of Law Advisory Role

UNOPS seeks a highly qualified professional for this Rule of Law Technical Advisor position:

  • Education: You need an advanced university degree (Master’s degree or equivalent) in Law with a specialty in Criminal Law, Penitentiary Law, or a similar area. UNOPS will accept a second University degree (equivalent to a Bachelor’s degree) in one of these areas or similar, provided it accredits a minimum of 9 years of relevant experience. PRINCE2 or MSP certificates offer an advantage. Please upload your academic diplomas or certifications with your application.
  • Experience: You must have a minimum of 7 years of experience (or more based on academic merits) working in the Public Penitentiary System, Ministry of Justice, or similar. Relevant experience in Judicial or Criminal System management is required. You also need relevant experience working in Prison management teams. Experience working with international contexts, counseling for Prison Systems, or within International Organizations (UN or similar) is highly desirable for a Rule of Law Technical Advisor. Experience working on projects in the Caribbean Region is also highly desirable.
  • Key Skills: Using G-Suite software (Google Docs, Google Slides, Google Sheets) offers an asset. You should also possess strong skills in writing technical and executive reports. The ability to conduct and lead workshops and communicate publicly is also an asset for a Rule of Law Advisor.
  • Languages: Fluency in English is required. Proficiency in another UN language, such as French or Spanish, is desirable.
