About the Role
In essence, this National Consultant TIP position falls within the IOM’s Protection and Border Governance (PBG) Unit and is part of a Canada-funded project running from 2024 to 2026. For instance, the project aims to enhance border management and build capacity among law enforcement agencies in Thailand. Moreover, as the IOM National Consultant, you will directly address the growing intersection between human trafficking and cybercrime, with a focus on online exploitation and technology-facilitated crimes.

Core Responsibilities
In this role, your core responsibilities include:
- Develop Training Resources: Create a comprehensive, standardized training manual and modules for Thai law enforcement, integrating national and international frameworks like the UN Convention against Transnational Organized Crime (UNTOC) and the Palermo Protocols.
- Embed Sensitive Approaches: Integrate human rights and gender equality principles into all training materials, specifically promoting victim-centered investigation methods.
- Engage Stakeholders: Present draft materials to government counterparts for review and incorporate feedback to ensure operational relevance.
- Deliver Pilot Training: Organize and deliver a Pilot Training of Trainers for government officers.
Required Qualifications
- Education: A Master’s degree or higher in Law, International Relations, Migration Studies, Criminology, or a related field.
- Experience: In addition, you must have a minimum of 10 years of law enforcement capacity-building experience in border management, counter-trafficking, and/or cybercrime.
- Collaboration: Furthermore, you must have direct experience collaborating with law enforcement agencies and intergovernmental organizations in Southeast Asia.
- Languages: To clarify, fluency in both Thai and English (written and spoken) is essential.

The compensation for this National Consultant position is a $65,000 salary for the contract duration. Consequently, your appointment depends on funding confirmation.
