Background: Advancing MNCAH Data & Analytics through Database Management

The Maternal, Newborn, Child, and Adolescent Health (MNCAH) portfolio is a key part of the Health and HIV Unit within the Data and Analytics Section at UNICEF New York Headquarters. Our team maintains and updates the global MNCAH database. This database, therefore, serves as a crucial source for country- and regional-level MNCAH data. Many stakeholders rely on this database for vital activities. For example, it supports SDG monitoring, global, regional, and country program planning, and policy advocacy.

Database Expansion & Enhancement for Our Consultants

Presently, the MNCAH team is actively expanding the database. We aim to align it with emerging global health landscapes and priorities. This includes incorporating administrative data, modeled data, and subnational data. Furthermore, we are improving the timeliness and availability of this information. This necessitates strategic enhancements to the global database workflow. Beyond maintaining the global database, this Database Management Consultancy will also support the creation and development of data products. These include data reporting processes such as SDG monitoring, Strategic Plan reporting, and other global reports related to MNCAH. Thus, this consultancy will provide the technical expertise needed to successfully navigate this complex process. This work will be performed under the direct guidance and supervision of the Statistics and Monitoring Adviser (MNCAH).

Supporting Health Data Analytics (AHEAD Project)

Another priority for our team is to empower countries. We support them in strengthening health data analytics and data use for decision-making. This happens through the Actionable Health Analytics for Decision-making (AHEAD) project. This project, consequently, requires additional analytic capacity within our team. Therefore, this Database Management Consultant will also support the build-out of the AHEAD analytics package. You’ll also respond to custom analytics requests coming directly from countries.


 

Scope of Work: Your Role in Data Management & Analysis

This Database Management Consultancy seeks a qualified candidate. The role involves a substantial scope of work at both global and country levels. This includes measurement, database management, and monitoring support. Under the direct supervision of the Statistics and Monitoring Adviser (MNCAH), you will actively contribute to the MNCAH portfolio. Your focus will be on advancing the maintenance, expansion, and functionality of the global MNCAH database. Simultaneously, you’ll provide critical data analytics and visualization support to priority countries through the AHEAD project.


 

Major Tasks & Key Deliverables for this Database Management Consultant

As a Database Management Consultant in the Health and HIV Unit, you will achieve the following:

Global Level Support: Database & Reporting

  • Database Updates: Implement routine updates for the MNCAH global database. This ensures it accurately reflects the latest information. (Deliverable: Updated MNCAH global database spreadsheet by August 31, 2025).
  • Database Expansion: Expand the MNCAH global database and its indicator set. This includes emerging areas of interest and additional data sources, such as modeled estimates and JRF data. (Deliverables: Code for incorporating modeled estimates/administrative data by September 30, 2025; Integrated MNCAH database by October 31, 2025).
  • Data Visualization: Produce MNCAH data visualization products, including Adolescent Health Profiles, Children’s Environmental Health Profiles, and related dashboards. (Deliverables: Curation of adolescent health data by November 30, 2025; Updated dataset for adolescent dashboard by December 31, 2025; MNCAH dashboards by January 31, 2026).
  • Data Quality & Corporate Reporting: Support data curation and quality assurance for various corporate reports. These include SDG, SOWC, and Strategic Plan reports. (Deliverable: Quality-assured data tables for reporting by February 28, 2026).
  • JRF Data Management: Support Joint Reporting Form (JRF) data collection, processing, and validation. (Deliverable: Processed JRF data by March 31, 2026).
  • Country Consultation Support: Undertake and follow up on country consultation processes, collecting essential data needs. (Deliverable: Country consultation summary report by April 30, 2026).

 

Country-Level Support: AHEAD Project Analytics

 

  • Data Analytics & Visualization: Provide technical support to AHEAD project countries in data analytics, visualization, and interpretation. (Deliverables: National and subnational data analytics products/statistical packages by May 31, 2026; Interpretations, orientations, and explanations of analysis findings for assigned countries by June 30, 2026).
  • Country Support Reporting: Provide a summary report detailing country support provided. (Deliverable: A summary report on country support by July 31, 2026).

 

Qualifications: Who We’re Looking For

 

The ideal Database Management Consultant will possess the following qualifications:

  • Education: An Advanced University degree in data science, computer science, demography, public health, social sciences, epidemiology, statistics, or a related field.
  • Experience:
    • Two years of work experience at the national or international levels. This must include statistical data processing, data analysis, and database development/maintenance.
    • Proven experience in analyzing, compiling, and presenting data. Preferably, this focuses on MNCAH-related areas.
    • Demonstrated expertise working with R (preferred), Python, or STATA.
    • Experience with enterprise databases and ETL tools (e.g., Databricks).
    • Experience with data visualization software (e.g., Tableau, Power BI) is a definite asset.
    • Demonstrated knowledge of global health data systems.
  • Skills:
    • Excellent communication and interpersonal skills are vital.
    • Proven ability to work collaboratively in a multidisciplinary and multicultural environment.
    • Proficient in English. Knowledge of other UN languages (particularly French) is also an asset.

General Consultancy Terms

Any emergent or unforeseen duty travel and related expenses will be covered by UNICEF. At the time the contract is awarded, the selected candidate must have current health insurance coverage. Payment of professional fees will be based on the submission of agreed, satisfactory deliverables. UNICEF reserves the right to withhold payment if deliverables are not up to standard or if there are delays.

U.S. Visa Information

With the exception of US Citizens, G4 Visa, and Green Card holders, selected candidates and their household members residing in the United States under a different visa will need to change their visa status to G4. Furthermore, the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if they were authorized to work under a prior visa.
