UNODC Anti-Corruption Legal Consultant
Your Role: Combatting Corruption in Southeast Asia as a Legal Consultant
Corruption poses a widespread threat in Southeast Asia. It hinders sustainable development and enables illegal activities. To address this, UNODC’s strategic Regional Roadmap (2024–2027) empowers countries in the region. Specifically, we help them:
- Align their national laws with the strong UN Convention Against Corruption (UNCAC).
- Develop effective ways to fight foreign bribery and illegal enrichment.
- Successfully recover stolen assets, applying lessons from key case studies in countries like Vietnam and Malaysia.
This consultancy is central to several important projects. For example, you will support IPEF Pillar IV, which focuses on anti-corruption training for 14 Indo-Pacific economies. Additionally, you will foster ASEAN-PAC Collaboration for regional policy alignment.
Key Responsibilities for the Anti-Corruption Legal Consultant
As an Anti-Corruption Legal Consultant, you will directly drive critical initiatives. Your responsibilities include:

Legal & Policy Reform:
- You will draft full national asset recovery strategies, including for Vietnam.
- You will review Indonesia’s compliance with UNCAC rules.
- Furthermore, you will assess and suggest improvements for Malaysia’s integrity pact policy.

Capacity Building:
- You will lead high-level workshops, such as the Foreign Bribery Workshop in Bangkok (October 2025).
- You will also provide specialized training to government officials on key public purchasing safeguards.

Regional Roadmap Implementation:
- You will advise Timor-Leste and Indonesia on creating and carrying out National Anti-Corruption Strategies (NACS).
- Moreover, you will align ASEAN policies with UNCAC Article 20, specifically dealing with illegal enrichment.
What We Look for in You (Qualifications)
To succeed in this challenging yet rewarding role, you need:
- Education: A Master’s degree in Law or Political Science is essential. However, we may consider a Bachelor’s degree along with 17 years of relevant experience.
- Experience:
- At least 15 years of growing experience in anti-corruption policy development and putting it into practice at national and/or regional levels.
- You must demonstrate proven experience drafting asset recovery rules and Mutual Legal Assistance (MLA) agreements, in line with UNCAC standards.
- Experience working with governments in Southeast Asia is highly preferred.
- Skills:
- Deep knowledge of foreign bribery and transparent purchasing practices.
- You must effectively lead workshops for senior policymakers.
- Languages: Fluent spoken and written English is required. Being good at any ASEAN language is a strong plus.
Logistics & Compensation
- Contract Duration: This consultancy runs from July 16, 2025, to October 31, 2025.
- Location: Primarily home-based, this role requires expected travel to key locations including Bangkok, Vietnam, Indonesia, and Malaysia. While you will work from home, being close to Bangkok is preferred for easier regional travel.
- Salary: We offer a competitive lump-sum, tax-free payment of $8,000–$12,000 per month.
- Travel: We cover all approved travel costs, including flights and daily allowances.
