UNFPA Turkmenistan needs a National Consultant to work on a healthcare mobile app. You’ll finalize and deploy this crucial application, empowering obstetrician-gynecologists across Turkmenistan. The Healthcare Mobile App Project
UNFPA Turkmenistan, working with the Ministry of Health and Medical Industry (MOHMI), has already created a healthcare mobile app. This app will be a secure, central digital hub for current clinical protocols, internal documents, laws, UNFPA/WHO recommendations, and medical articles. Crucially, this app will give national obstetrician-gynecologists instant, offline access to key information, especially in remote areas with limited internet.
Though the software is ready, this consultancy focuses on completing the app. You’ll handle its final touches, strict testing, user adoption, and internal distribution within the MoHMI. Your expertise will directly strengthen healthcare professionals’ skills and knowledge. This will speed up decision-making in emergencies and, as a result, lead to better health for mothers and women and girls.

Your Role in App Development
As the National Consultant, you’ll be vital in:
App Finalization and Improvement:
- First, you’ll check requirements carefully.
- Then, you’ll convert PDF documents using OCR so they’re searchable.
- After that, you’ll refine or upgrade the healthcare mobile app based on an easy-to-use design.
Quality and Performance:
- Next, you’ll find and fix errors.
- In addition, you’ll make the app faster, more efficient with storage, and better on battery life.
- Moreover, you’ll set up offline data syncing and secure access.
- Finally, you’ll conduct thorough tests for function, usability, and security.
Deployment and User Adoption:
- To begin with, you’ll write full user manuals and technical documents.
- Subsequently, you’ll train MoHMI administrators and obstetrician-gynecologists to use the app.
- Furthermore, you’ll also help with internal distribution.
Ongoing Support:
- For instance, for three months after launch, you’ll provide technical maintenance and troubleshooting. This includes fixing bugs and ensuring compatibility.
Your Qualifications
- Education & Experience:
- A Master’s Degree in Computer Science, Software Engineering, IT, or a related field. You’ll need at least 2 years of mobile app development experience (Android/iOS), ideally for healthcare or government projects.
- Alternatively, a Bachelor’s Degree in the same fields with 4 years of relevant experience.
- Experience with Government & International Organizations: Importantly, it’s crucial to have worked with government bodies or international organizations before.
- Technical Skills: Specifically, you should understand data encryption, secure APIs, and user authentication. Also, you’ll need to write technical documents well.
- Soft Skills: Moreover, strong communication, training, and coordination skills are essential.
- Languages: You must be fluent in Turkmen and Russian. However, English knowledge is a bonus.
- Added Advantages: Additionally, expertise in cybersecurity or database management, and likewise, experience with digital platforms or mobile apps for government organizations, are beneficial.
Duration: The consultancy will last 22 working days, namely from July 25, 2025, to December 3, 2025.
Work Location: This is a remote position. Consequently, no travel is expected.
