UN Women has driven gender equality and women’s empowerment in the State of Palestine ever since its inception in 1997. In line with national priorities, our work aligns with the Palestine United Nations Sustainable Development Cooperation Framework (UNSDCF), specifically focusing on:

  • Inclusive Economic Opportunities: Enhancing access to decent employment and livelihoods.
  • Equal Access to Social Services: Ensuring sustainable, inclusive, gender-responsive social services and protection.
  • Democratic Governance: Promoting democratic, rights-based, inclusive, and accountable governance institutions.

Ultimately, our strategic efforts contribute to four global UN Women Strategic Plan impacts: Governance and participation in public life, Women’s Economic Empowerment, Ending Violence Against Women and Girls, and Women, Peace and Security, Humanitarian & Disaster Risk Reduction.


The Urgent Need: Responding to the Crisis in Palestine

However, the humanitarian situation in the Occupied Palestinian Territory (OPT) has reached catastrophic levels, particularly following the escalation of hostilities since October 7, 2023. Currently, the Flash Appeal targets 2.7 million people in critical need. For instance, in Gaza, between October 7, 2023, and May 14, 2025, over 52,862 Palestinians, including 8,304 women, have died and over 119,648 sustained injuries. Furthermore, an alarming 90% of Gaza’s population has faced forced internal displacement, many of them multiple times. Compounding this, 470,000 people now face catastrophic levels of acute food insecurity. Beyond Gaza, the West Bank has also seen significant violence, with 970 Palestinians, including 21 women, dying and 8,578 sustaining injuries from Israeli forces or settlers.

In response to this crisis, UN Women Palestine’s Crisis Response Framework builds on three crucial pillars:

  1. Providing life-saving assistance for women and girls, including supporting women’s organizations.
  2. Strengthening accountability for gender commitments in humanitarian response coordination and implementation.
  3. Empowering Palestinian women to meaningfully influence political decision-making at all levels.

As part of these efforts, we actively co-chair the Gender in Humanitarian Action Working Group (GiHA WG), coordinating efforts to integrate gender across the humanitarian program cycle and producing crucial Gender Alerts. Your role as an IMS will directly support these critical functions.


Your Role as a UN Women Palestine IMS: Driving Gender-Responsive Humanitarian Action

Nevertheless, a critical challenge in the humanitarian response remains the persistent lack of gender-disaggregated and gender-specific data. Therefore, as our Information Management Specialist (IMS), you will play a vital role in addressing this gap. You will highlight the gendered impact of the crisis, inform and enhance the humanitarian response, and strengthen coordination efforts among humanitarian actors. Ultimately, your timely and accessible gender data will benefit UN Women’s programmatic activities and the broader humanitarian community in both the West Bank and Gaza. This UN Women Palestine IMS position is crucial for providing critical insights.

Crucially, this urgent consultancy will build a robust information base for response planning and expand advocacy efforts using sound gender and social inclusion analysis. Your contributions as an IMS are essential for this work.


Key Responsibilities for this UN Women Palestine IMS Role

  • Gender Data Leadership: Lead the production of gender/Sex-Age-Disability-Disaggregated (SADD) data, integrating a gender focus into data collection and analysis for humanitarian action. This includes ensuring all data management aligns with UN Women Palestine IMS standards.
  • Inter-Agency Collaboration: Advise on gender integration in inter-agency assessments and methodologies. Additionally, you will participate in humanitarian data and information management bodies.
  • Information Management Systems: Support the information management of inter-agency community feedback mechanisms, producing and disseminating accurate data on affected populations’ needs. Moreover, you will develop data collection and analysis systems.
  • Capacity Building: Build capacities for Women-Led Organizations (WLOs) and Women’s Rights Organizations (WROs) in data collection and gender analysis. Furthermore, you will provide technical support to UN Women Palestine partners.
  • Data Visualization & Dissemination: Improve accessibility of gender data for cluster leads and humanitarian leadership. Likewise, you will develop visualization and data dissemination strategies (e.g., maps, dashboards, infographics).
  • Technical Support: Provide key gender data to UN Women leadership and GiHA WG co-chairs to adequately brief relevant coordination mechanisms on the gender dynamics in the current crisis.

Qualifications & Competencies for a UN Women Palestine IMS

Education and Certification:

  • A Master’s degree or equivalent in gender, international relations, international development, or a related social science field is required.
  • Alternatively, a first-level university degree with two additional years of relevant experience may satisfy the education requirement.
  • A project/programme management certification is considered an asset.

Experience:

  • At least 5 years of experience in humanitarian information management, including M&E and results-based management, is essential.
  • Experience working on cross-cutting issues such as gender, protection, and/or accountability to affected populations (AAP) is required.
  • Strong experience in humanitarian response and coordination, including with the cluster system, is highly desirable.
  • Experience working with diverse stakeholder groups or multi-stakeholder partnerships is highly desirable.
  • Experience working with the UN and/or NGOs is desirable; and
  • Experience working in the Arab region is also desirable.

Languages:

  • Fluency in English is required.
  • Working knowledge of Arabic is desirable.

Ability to work under pressure on multiple projects whilst maintaining high-quality and timeliness. Self-management and continuous awareness of political and gender sensitivity are also key.
