Nava is a public benefit corporation dedicated to making government services simple and effective. Since we’re expanding our impact, we’re actively seeking a remote program strategist to join our team in the U.S. You’ll partner with federal, state, and local agencies to build modern, user-friendly digital services that are both compliant and impactful. As a program strategist, your work will directly influence how people interact with critical public services.

In this role, you will be the critical link between government policy and product development. For instance, you will translate complex statutes and regulations into actionable insights for engineers and designers. Conversely, you’ll communicate the possibilities and limitations of technology to policy and operations experts. Ultimately, your work as a government program strategist will transform regulatory challenges into opportunities for improving service delivery.

You’ll also play a key role in our partnerships and evaluation efforts, helping us identify new opportunities for Nava to create a positive impact. To that end, you will perform in-depth analysis of public programs, research trends in technology and public service design, and make concrete recommendations to improve government operations. Responsibilities and Qualifications for Our Program Strategist

What you’ll do:

  • Analyze federal and state statutes for benefit programs like Medicaid, Paid Family Leave, and WIC.
  • Translate policy requirements into technical recommendations for product architecture and delivery teams.
  • Create clear, plain-language policy documentation and artifacts to support project decision-making.
  • Propose solutions to regulatory constraints that maintain compliance while supporting user-centered design.
  • Distinguish between policy mandates and operational decisions to streamline program processes.
  • Track legislation and policy reforms to identify risks and new opportunities for Nava.

Required Qualifications:

  • At least 5 years of experience in policy analysis, or a combination of relevant graduate-level education and experience.
  • Hands-on experience analyzing, interpreting, or implementing Medicaid policies.
  • Strong ability to build and maintain relationships with internal and external partners.
  • Excellent verbal and written communication skills in both technical and policy contexts.
  • Self-directed and comfortable working independently.

Desired Qualifications:

  • Experience implementing government program policy changes in technology contexts.
  • Familiarity with agile project management and human-centered design.
  • A graduate degree in public policy or a related field.
  • Availability to work during Pacific Standard Time (PST) business hours.

This is a full-time, remote position with a salary range of $109,800 – $121,500 per year. As a key member of our team, the Program Strategist will find this role both challenging and rewarding.
