The Emergency Cash & Anticipatory Action Specialist role plays a key part in bridging IRC’s emergency response and anticipatory action efforts. You will work within the Emergency Management Unit (EmU), consequently supporting the alignment of emergency cash programming and pre-shock interventions.


 

What You’ll Do

1. Preparedness and Readiness You will support the Senior Technical Advisor for Cash and Emergencies and regional Technical Advisors. For this reason, you will ensure country programs are “cash ready.” This includes conducting baseline assessments and implementing readiness steps. Among these are staff training and capacity building.

  • Providing expert remote or in-person support is another key responsibility. This involves conducting readiness assessments, training staff on Cash and Voucher Assistance (CVA), and leveraging digital technologies to enhance efficiency.
  • You will lead the development and improvement of key strategic resources. This includes technical frameworks and user-friendly program implementation tools for emergency cash and basic needs.
  • In addition, you will support the standardization of emergency cash and basic needs monitoring and evaluation (M&E) systems. Therefore, you will partner with dedicated teams.
  • Finally, tracking budgets and expenditures is an important task. When needed, you will also support donor engagement for strategic projects.

2. Business Development & Strategic Direction You will support the Anticipatory Action (AA) team with strategy and overall program design. Furthermore, you will work with EmU, Technical Unit, and AA leads. The goal is to refine how the organization provides both pre-shock and post-shock support to affected communities.

  • Technical inputs for AA business development on cash and other distribution components are also required. This ensures technical quality and policy adherence.
  • You will champion a culture of effective partnerships. You will also promote partner-led emergency and AA programming in line with the organization’s “cash-first” approach.

Required Qualifications for Emergency Cash Specialist

Education You must have a university degree in economics or a related field.

Experience You must have at least six years of experience in CVA programming, food security, or emergency livelihoods programming. At least three of those years must be in emergency settings with a minimum of two different country experiences. We strongly prefer experience in starting up emergency cash responses and working on anticipatory action programming.

Skills & Competencies You should possess demonstrated expertise in humanitarian assessments, strategy development, and proposal development. Excellent organizational and project management skills are essential. You must have strong interpersonal and communication skills. You should also have the proven ability to provide training and transfer knowledge to teams.

Languages Fluency in English and a high-level of proficiency in either French, Arabic, or Spanish are required.


 

Working Environment & Key Relationships

 

This role is based in a standard office or remote work environment. You will travel up to 30% of the time, including to unstable and low-resource settings.

You will report to the Senior Technical Advisor, Cash and Emergencies. You will work closely with other technical sectors within the EmU, the ERD Technical Unit, and the Anticipatory Action team.
