Deputy Director, Asia Division – Human Rights Watch (HRW)

Do you have a passion for human rights and expertise in Asia? Human Rights Watch (HRW) is seeking a Deputy Director to help lead the Asia Division’s critical work, with a particular focus on China. You will join a team of about 30 staff, many of whom work in challenging environments across the region.
Reporting to the Asia Director, you will assist in shaping strategic goals and priorities, ensuring the highest standards of research and advocacy. This is a key leadership position that requires a commitment to diversity, equity, and inclusion, as well as staff well-being. The ideal candidate will have strong management skills and a deep understanding of human rights issues.
What You Will Do
- Direct Strategy and Research: You will help develop and execute effective research, advocacy, and communications strategies for China and other countries. This involves overseeing day-to-day operations and longer-term projects, ensuring all output meets HRW’s high standards for credibility and accuracy.
- Supervise and Mentor Staff: You will assist in supervising a diverse, multi-location team of researchers and staff. You’ll lead, mentor, and motivate your direct reports by setting clear expectations, providing timely feedback, and supporting their professional growth while prioritizing their well-being.
- Respond to Crises: When a crisis occurs, you will help facilitate a rapid response, producing credible reports and advocacy materials to generate international pressure and curb human rights violations.
- Conduct Advocacy and Representation: You will represent HRW in the media and through written materials, including press statements and op-eds. You will also conduct high-level advocacy with government officials and intergovernmental agencies to effect policy change.
- Manage Partnerships and Operations: You will help build and maintain relationships with local and regional partners. Furthermore, you will assist the Director in managing the division’s budget, ensuring effective resource allocation, and contributing to fundraising goals.

Who We Are Looking For
We are seeking a seasoned professional with a deep commitment to human rights and a minimum of seven years of relevant experience, including at least four in a management role.
Education & Experience:
- A bachelor’s degree or an equivalent level of experience in human rights, international relations, journalism, law, social sciences, or a related field is required.
- Minimum of seven years of relevant work experience in international human rights, including investigations, reporting, and advocacy.
- At least four years of experience in a management or leadership position.
Skills & Knowledge:
- China expertise is essential, including a strong understanding of its political system and human rights concerns.
- Fluency in both oral and written English and Chinese is required. Knowledge of other Asian languages is a plus.
- Excellent leadership and management skills, with a proven ability to lead diverse teams.
- A strong track record of developing and implementing advocacy projects, working with civil society groups, and using media for outreach.
- Demonstrated ability to think strategically and work effectively under pressure.
