Role Overview: Your Impact as ASEAN Strategic Partnership Advisor

The ASEAN Strategic Partnership Advisor will be instrumental in ensuring the smooth continuation of strategic engagement and collaboration between ASEAN and UN Women. Building on jointly identified priority areas, this role specifically supports the development of future cooperation frameworks. Likewise, it significantly contributes to key initiatives aimed at advancing the Women, Peace, and Security (WPS) agenda in the region.

Under the overall guidance of the UN Women Country Representative and Liaison to ASEAN, and with the direct supervision of the Project Coordination Specialist for ASEAN WPS, you will, therefore, perform the following key tasks:


Core Responsibilities of the Strategic Partnership Advisor

  • Strategic Advisory and Program Guidance:
    • Provide comprehensive strategic advice on UN Women’s contributions to the development and implementation of the ASEAN–UN Plan of Action 2026–2030.
    • Additionally, offer strategic advice and coordination support for the development of the new UN Women–ASEAN Plan of Action 2026–2030.
    • Furthermore, advise on engagement with the ASEAN Chair to implement key priority actions under the ASEAN–UN Plan of Action and related priorities of ASEAN and UN Women.
  • Coordination and Representation for ASEAN Partnerships:
    • Coordinate reporting on the implementation of the current ASEAN–UN Plan of Action 2021–2025.
    • Moreover, represent UN Women at meetings of sectoral bodies and related ASEAN meetings (including ACW, ACWC, etc.).
  • Key Deliverables for this Consultancy:
    • Strategic briefing notes and background papers.
    • A summary report and presentation on ASEAN–UN Plan of Action 2021–2025 implementation.
    • Meeting participation summaries and follow-up action points.
    • Inputs and technical review of knowledge products, talking points, policy, and normative frameworks to support UN Women and ASEAN.
    • Draft regular updates on ASEAN and regional developments for senior management.
    • Concept notes, Terms of References (ToRs), and talking points.
    • Task-specific reports or memos summarizing activities and outputs.

Qualifications for an ASEAN Strategic Partnership Expert

  • Education:
    • A Master’s degree in Political Science, Social Science, Gender Studies, or International Relations is required. A specialization in Southeast Asia is, moreover, a distinct advantage.
  • Experience:
    • At least 10 years of experience in policy and development in Southeast Asia.
    • An in-depth understanding of the governance, socio-cultural, and political contexts of Southeast Asia is essential. Notably, knowledge and experience of ASEAN regional inter-governmental processes are a particular advantage.
    • International experience working with the UN system is also required.
    • Experience providing policy advice and technical assistance on governance, women, peace, and security to government and regional stakeholders, preferably in the ASEAN region.
    • Demonstrated experience facilitating multi-stakeholder collaboration and partnerships among ASEAN government representatives is crucial.
    • Experience influencing ASEAN regional and government agenda setting and priorities is, therefore, crucial.
    • Previous experience working with high-level government officials in ASEAN, both nationally and internationally, in advocacy and policy dialogue is a strong asset.
    • Ultimately, field experience in Southeast Asia is essential for this role.
  • Language and Other Competencies:
    • Excellent written and oral communication in English is paramount.
    • Proficiency in results-based program development and management.
    • Strong communication, advocacy, and stakeholder engagement skills are vital.
    • Exceptional analytical and strategic thinking abilities.
    • Strong cultural, gender, religion, race, nationality, and age sensitivity and adaptability.
