UNICEF Consultancy: Early Interventions for Children with Disabilities


UNICEF, a global leader in child rights, seeks a skilled Early Interventions for Children with Disabilities Consultant. This remote consultancy is for an 11.5-month period, from September 15, 2025, to August 31, 2026. To begin with, the ideal candidate will provide technical and documentation support to the second phase of a groundbreaking project. This initiative, in fact, aims to strengthen early childhood intervention systems globally.

About the Consultancy


Since 2018, UNICEF has collaborated with academic and country partners to design a service delivery model. This model focuses on early identification and intervention for children with developmental delays and disabilities. The first phase successfully piloted screening tools and community-based interventions. In this context, the second phase, currently in progress, expanded to include specialized intervention pathways in Bulgaria, Uganda, and Peru. This UNICEF Consultancy, as a result, will help to finalize project documentation, conduct impact evaluation, and prepare publications.

Scope of Work for Early Interventions for Disabilities consultant


The consultant will support the ongoing evaluation of the early identification and intervention service delivery models in Bulgaria, Peru, and Uganda. Specifically, responsibilities include:

  • Analysis & Reporting: Support cross-country analysis and reporting of the impact evaluation. You will synthesize data across the three countries.
  • Publication: Prepare high-quality, peer-reviewed publications based on the evaluation findings.
  • Knowledge Dissemination: Develop knowledge translation products. This includes, for example, technical briefs, updated implementation guidance, and policy summaries for national governments.
  • Technical Oversight: Provide ongoing technical advice and strategic oversight to UNICEF country teams and academic partners. Ultimately, this ensures a rigorous evaluation process, robust learning, and effective dissemination.

 

Key Deliverables on Early Interventions for Disabilities consultant


The selected consultant must submit the following:

  • A cross-country Technical Evaluation Report.
  • Drafts of at least two scientific articles for submission to a peer-reviewed journal.
  • A technical/policy brief that summarizes key findings for national governments.
  • Furthermore, updated implementation guidance that reflects evaluation findings.
  • Moreover, progress reports on the evaluation.

Qualifications & Requirements


  • Education: A Master’s degree in Medicine, Child Development, or a related field is required.
  • Experience: You should have at least eight years of relevant work experience. In particular, a background in Developmental Pediatrics, Child Development, or Early Interventions is a must.
  • Skills: Demonstrated capacity to write scientific papers and guidance documents in English is a requirement.
