Under the CEED Programme Specialist’s supervision, the Internal Comms & Capacity Consultant will support SCAP implementation. This involves close collaboration with the CEED team and UNICEF divisions. 1. Corporate Internal Content and Communications Expertise

  • Progress Updates: Provide regular updates on SCAP and CEED progress via internal channels. These include, for instance, the quarterly climate bulletin, ICON stories, and monthly Executive Director updates.

    Background: Advancing UNICEF’s Climate Action

    UNICEF prioritizes addressing the climate crisis to protect children’s rights. As climate change increasingly threatens vulnerable children, therefore, UNICEF scales up its climate action across key sectors. These include, for instance, WASH, health, education, social protection, and disaster risk reduction (DRR).

    This Internal Comms & Capacity Consultant will support UNICEF’s Sustainability and Climate Action Plan (SCAP). They’ll also help implement the next Strategic Plan, focusing on climate-resilient social services and protecting children from environmental shocks. Working under the CEED Programme Specialist, consequently, the capacity development specialist contributes to internal communications, capacity-strengthening efforts, and implementation tracking related to SCAP.


     

  • Executive Support: Draft CEED inputs for Executive Director updates, talking points, and presentations for UNICEF senior management.
  • Donor & Partner Engagement: Develop tailored communications (e.g., talking points, slide decks) for strategic engagements, collaborating directly with CEED and focal points.
  • Visibility: Coordinate with UNICEF Communications to enhance internal visibility of sustainability and climate action progress.
  • Research & Briefing: Track OED Roundhouse requests and prepare background briefs. Furthermore, research emerging external trends relevant to UNICEF’s climate, environment, energy, and disaster risk reduction agenda.

2. Capacity-Strengthening Initiative on Sustainability and Climate Action

As a key Capacity Development Specialist, you will:

  • Initiative Development: Support developing and implementing a global capacity-strengthening package on sustainability and climate action. This package, moreover, aligns with UNICEF’s child rights mandate.
  • Roll-out Coordination: Coordinate with partners and internal teams for timely delivery of the senior leadership training (September 2025) and regional roll-out sessions (late 2025/early 2026).
  • Phase 2 Design: Support designing Phase 2 (launching 2026), specifically targeting technical and programme staff for climate integration.
  • Quality Assurance: Contribute to developing a quality assurance approach. This ensures the effectiveness, consistency, and relevance of the training materials and delivery methods.
  • Platform Management: Support creating and maintaining a digital platform (e.g., SharePoint) for capacity-building resources. Here, toolkits, modules, and recorded webinars become easily accessible globally.

 

3. SCAP Implementation and Reporting by the Climate Communication Specialist

  • Monitoring & Reporting: Support SCAP implementation monitoring and reporting throughout 2025. This includes progress tracking, data analysis, and coordination with regional/country offices.
  • Steering Committee Support: Assist in planning and facilitating SCAP Steering Committee meetings. This involves preparing background materials, agendas, and follow-up.
  • Dashboard Development: Contribute to developing a SCAP country profiles dashboard (Q4 2025 / Q1 2026 cycle), visualizing country-level progress.
  • Annual Reports: Support drafting and presenting the internal SCAP Annual Report for 2025. Also, assist in developing the external Annual Report on Sustainability and Climate Action for 2025.

Terms of Reference / Key Deliverables for this Internal Comms & Capacity Consultant

This Internal Comms & Capacity Consultant role includes:

  • Corporate Internal Content: 6 quarterly climate bulletins; 16 monthly CEED updates for the Executive Director; 14 tailored talking points/slide decks; 9 internal visibility pieces; OED Roundhouse request log maintenance; 16 monthly briefs on external trends.
  • Capacity-Strengthening Initiative: Consolidated training plan (October 2025); detailed planning calendar for roll-outs (March 2026); Phase 2 concept note (October 2025); quality assurance checklist (December 2025); organized SharePoint site (November 2025).
  • SCAP Implementation & Reporting: SCAP monitoring tracker (quarterly updates); 6 SCAP Steering Committee meetings supported; PowerBI dashboard (June 2026); internal SCAP Annual Report 2025 (April 2026); contributions to external UNICEF-wide Annual Report 2025 (May 2026).

 

Qualifications for this Internal Comms & Capacity Consultant Role

  • Education: You require an Advanced university degree (Master’s or equivalent) in education, environmental sciences, climate science, international development, public administration, communications, or a related field relevant to climate resilience and sustainability.
  • Experience: You need a minimum of 2 years of professional experience. This must include developing learning materials, training modules, or strategic content related to climate change, children’s rights, and cross-sectoral areas (WASH, health, education, or social protection).
  • Knowledge/Expertise/Skills: You must demonstrate a proven ability to produce high-quality written and visual content (training materials, reports, briefs, presentations). Moreover, experience in content strategy for climate action is essential. Skills in synthesizing technical information into accessible formats and multi-platform messaging are also crucial. Finally, strong organizational and coordination skills are vital to manage multi-format content development and work collaboratively across divisions and teams.
